Abstract

Sebikikemitori-hô 畝引検見取法 was publicly put in force by the Tokugawa 徳川 shogunate in latter Kan-ei 寛永 period, the law which was to secure "a petty farm" management on which the Shogunate based its power and to exploit the whole surplus labor of peasantry, but in the period of Genroku 元禄 and Kyôho 享保 the rise of productive power and resistance of peasants made its exploitation difficult and a certain surplus labor remained in the hand of peasants. To meet these conditions, the Shogunate government, in the reforming Kyôho period, made public Sebikikemitori-hô and then Jômen-hô 定免法 founded on Nedori-hô 根取法 so that it might try to exploit the whole surplus labor from peasants, resulted in unexpected failure for the regulation of Kurai 位 and Kokumori 石盛 of fields; at the end of the Kyôho reformation Arigekemitori-hô 有毛検見取法 was put in force in the Kinai 畿内 area in disregard of Kurai and Kokumori of fields. But this enforcement pressed upon the peasants' management and caused their resistance, accompanied with the decrease of tax yields; and then the Shogunate government tried to recover its yields in vain, by means of Jômenhô founded on Arigekemitori-hô. This article specialzes the conversion of tax collection laws around the tax collection method on the cotton farming in Kinai.
