In clarifying the two original arguments inherent in Hegemonic Stability Theory (HST)—namely, those concerning financial crises and hegemonic wars—this study reconsiders the important roles of the hegemonic state. While the critics of HST tend to focus on the direct relationships between the international power balance and the stability of the international order, this study instead emphasizes the linkages, multiplicity, and contagions of various crises in the transition of the international order. According to HST, Asia is an epicenter of sorts, and so Southeast Asian countries and Japan should respond to crises by deferring to their institutions and norms, in order to preclude serious conflicts and create stable transitions.
