Abstract

Onagawa Town, Miyagi Prefecture was devastatingly damaged by the Great East Japan Earthquake. The population, which had more than 10,000 people before the earthquake, dropped to about 6,500. The town defined the population that contributes to the area in some way as the "active population", and promoted the policy to increase such active population regardless of settlement or non- settlement. The various hub organizations in the town have collaborated on a daily basis, intermittently performed information sharing between the actors and build social capital among them. This movement have led the excellent community development ecosystem formed, which enabled to promote the creative revitalization plan with the 30s and 40s as the core generation, and promoted the public-private partnership.
