抄録

The purpose of this paper is to examine the discussion on the decline of academic ability and in this point we will argue about the important (but not discussed well) theme: that is, the relationship between elite education and mass education. Main conclusion will be summerized as follows: 1. Elite education and mass education are in harmony. That is, I mean elite education is possible only on the base of mass education’s excellence. 2. In this point, if the decline of academic ability take place， not only mass education but also elite education will be damaged seriously
