This article considers about relationship and distance of local cultural movement organization and political organization (the Japan Communist Party, JCP) by using "the Yamamoto Akira Collection" which contain materials of "the All Osaka Film Circle Council" (Osaka- Eisa-Kyo). In Osaka where local cultural organization was quickly rooted, Osaka-Eisa-kyo was born in 1949. However, in Osaka-Eisa-Kyo the foundation of the movement premised on the "guidance" of JCP and its affiliates would be temporarily cut off shortly after its founding because of facing "1950 Question". Therefore, diverse and autonomous movement were established in Osaka- Eisa-Kyo. Whereas, there was not enough to create guidelines according to the situation. Consequently, it did not last long even though there was a temporary expansion supported by external factors such as the upsurge of independent production's movies, and even in the late 1950s, the organization could not be fundamentally improved. Then, before and after the dissolution of the party's division and illegality at "6th National Council" of JCP in 1955, deadlock of Osaka-Eisa-Kyo appeared. And the guidance of JCP for the movie movement began to grow. This points to the characteristics of the social movement under JCP including problems caused by the relationship with the party regardless of the distance from the party. Moreover, it also shows the significance of considering the postwar Japanese movie circle movement from the relationship with JCP.
