日系中小企業のグローバル化に伴い, アジア諸国に進出した日系中小企業は, 受入国政府と協力して地場の中小企業育成政策を推進すると同時に, 両者間に生じた問題の解決を求められることになる。本稿では, マレーシア日本人商工会議所(JACTIM) を取り上げ, マレーシア政府のVDP ならびにILP の2 段階における中小企業育成政策において, JACTIM 中小企業委員会がマレーシア政府とマレーシア進出中小企業の間で, どのような役割を果たしているのかを検証した。その結果, 以下の役割が明らかになった。 大手会員企業が中小企業会員に, 支援活動を行っていることである。 大手・中小企業会員が協力して日系企業の代弁機関として, 進出先国の政策決定に影響を行使することが出来ることである。 現地政府が未熟な地場企業に代わって, 日本の商工会議所を利用して現地に進出している日系大手・中小企業を積極的に利用していることである。 日本商工会議所に代わって, 在アジア日系中小企業の支援活動を行っていることである。アセアン経済統合が進む中で, 海外日本人商工会議所は在アセアン日本人商工会議所連合会といった組織を通じて, アジアの中小企業支援のみならず日系中小企業支援を行うことができると思われる。 Following globalization, Japanese small and medium-sized enterprises are rapidly expanding their foreign direct investment in Asian countries. As a consequence, those Japanese companies and Asian governments must cope with promoting policies to develop local small and medium-sized enterprises and solve problems occurring between them. This study analyzes the role of the Small and Medium-sized Enterprises Committee of JACTIM through its activities in two stages under VDP and ILP. The roles of the committee are : ( 1 ) JACTIM big member companies provide support to small and medium-sized member companies through activities of the committee ; ( 2 ) Both JACTIM big and smalland medium-sized member companies try to influence governmental policies regarding the development of local small and medium-sized enterprises by giving suggestions ; ( 3 ) The Malaysian government has been making use of Japanese member companies of JACTIM; and ( 4 ) The Japanese Chamber of Commerce abroad can provide support not only to Japanese but also ASEAN small and medium-sized enterprises through the ASEAN JapaneseChamber of Commerce Association.
