本研究では、わが国で喫緊の課題となっている社会保障制度改革と財源調達の課題について検討する。社会保障制度の中でも特に少子高齢化の影響が強く課題が多い、公的年金制度、公的医療保険制度、介護保険制度を取り上げる。公的年金制度においては、2019 年に公表された財政検証を資料に今後の改革を検討する。公的医療保険制度においては、各医療保険制度で大きな負担となっている後期高齢者支援金の在り方について検討する。介護保険制度においては、財政難の深刻さから自己負担割合の引き上げ、被保険者層の拡大が検討されており、本稿でも是非について議論する。そして、最後に社会保障制度の財源として、消費税の在り方を再検討するとともに、近年、パリ協定の発効を受けて議論が高まっている環境税についても、社会保障の財源として活用する可能性について検討する。This paper undertakes an examination of social security reforms and the issue of procuring future funding for Japan’s social security system. The author considers and examines issues of the public pension system, the public health care insurance system and the long-term care insurance. Pertaining to public pension system reforms, the author references the Financial Verification system that was announced in 2019. The author also examines ways in which the public health care insurance system can provide medical support and care for the elderly in the latter stage of life and how to procure financing for the longterm care insurance system. It is suggested that the consumption tax and any future environmental taxes could be used as financial resources for the social security system.
