本稿は, 建国期から20世紀初頭にかけてのアメリカ経済の変遷過程を, 連邦制国家のもとで州に留保された固有の権限＝ポリス・パワーから俯瞰することを目的とする。各州は, この権限に基づいて, 概ね建国期から南北戦争期にかけては各州独自の州内開発事業を展開し, 19世紀末においては州内企業の独占を規制し, 20世紀初頭には州内において労働者や社会的弱者に対する待遇改善を推進していった。そして, これらは連邦政府によって実施されるようになった諸政策の先駆けともなったのである。 This article aims to clarify the role of state governments in the economic development of the United States from the founding period to the early 20th century. At the time of the nation's founding, the right to protect citizens at the local level was reserved to the states and was not within the purview of the federal government. Using this right and others, each state government could do various projects, from development works to social welfare services within a state. In other words, the purpose of this article is to emphasize the historical role of states in the U.S. economy.
