環境をストック変数としての公共財と捉え, 重複世代モデルの枠組みにおいて分析する。環境財を含む重複世代経済が定義され, パレート効率的な定常配分の条件, いわゆるサミュエルソン条件が導かれる。資本ストックが動学的に効率的であるならば競争均衡ではいかなるパレート効率配分よりも環境財が過少供給になることが示される。また環境財保全のための負担額を戦略とする, 世代内の 1期間ゲームを考え, ナッシュ均衡ではいかなるパレート効率配分よりも環境財が過少供給になることが示される。 Recognizing the environment as public goods with stock variables, this study analyzes it within the framework of the overlapping generations model. Having defined an overlapping generations economy including environmental goods, this study is led to Pareto-efficient steady allocation conditions, that is, Samuelson conditions. If the capital stock is dynamic and efficient, environmental goods become under supplied by any Pareto-efficient allocation in a competitive equilibrium. In addition, considering one-time period games in one generation having costs for environment goods protection as a strategy, this study indicates that environmental goods become under supplied by any Pareto-efficient allocation in Nash equilibrium.
