本論文執筆の目的は、発展途上国のより良い発展のため、どのような政治や行政のシステムを構築すべきか、ということに関するこれまでの議論を整理することによって、途上国における国家構造の実態を知った上で、特に地方における政治や行政のあるべき姿とはどのようなものとなるのかに関する視点を獲得することである。途上国のガバナンス論には、少なくとも、国際機関の開発戦略と第３世界国家論の二つの流れが見られる。これらは、その理想とする政治体制において相矛盾する一方、民主主義体制をとることに関しては一致する。途上国の地方政治・行政において現在求められているのは、非ボス的で、効果・効率的な政治・行政の実践である。しかし、第３世界国家論研究者が指摘するように、現在の第３世界諸国の地方は、ボス政治家が地域の政治経済を、あらゆる抑圧的手段を用いて、国法とは別に独自のルールを作って支配している。その現状を踏まえた上で、途上国の諸国民がよりよい生活をするために必要な新たな地方政治・行政のモデルを作るには、ごく稀にではあるが、確かに存在するより良い地方政治家の肖像を研究することから始める必要がある。 There are at least two approaches concerning the governance in the developing nations, including the development strategy elaborated by the international organizations and the theory of the state. The latter advocates a democratic but more centralized politico-administrative system, and the former advocates a democratic and more decentralized one. A common point shared by these two approaches, despite the fact that they contradict each other in their conclusions about the politico-administrative system that they regard as ideal, is the fact that they both posit the existence of local politics and local public administration as long as they adopt a democratic system. Research into objective parameters for the non-bossy, effective, and efficient practice of local politics and local public administration should be undertaken now to ensure a better life for people in developing nations.
