Description
<p>The concept of social common capital proposed by economist Hirofumi Uzawa will be used to examine archives and records management.</p><p>In doing so, I will examine archivists and records managers as professionals, paying attention to the fact that “social common capital is managed and operated by professional experts in their respective fields, based on their expertise and in accordance with their professional discipline.”</p><p>Regarding archivists, the recent National Archives of Japan’s Statement of Professional Standards for Archivists and the Certified Archivist System are noteworthy. The future challenges for the profession are then pointed out.</p><p>As for records managers, they lag behind archivists in Japan. He points out that the concept can be applied to social common capital, although there are some subtleties to it.</p><p>Whether you are an archivist or a records manager, there is an underlying problem of how to treat specialists in Japan’s generalist-oriented personnel practices.</p><p>Finally, I look ahead to the challenges of the recordkeeping era.</p>
