Abstract

This paper aims to clarify the decision making processes of the parliament apportionment in the House of Representatives in Japan by looking into the roles of Kentaro Kaneko in including the Articles related to election in the Constitution of the Empire of Japan. Generally speaking, the issues on parliament apportionment are very complicated because they extend over various fields in political science such as democracy theory and electoral systems theory. In this paper, we aim to present a perspective for considering the issues of parliament apportionment through clarifying Kaneko's roles in the drafting of the Constitution of the Empire of Japan.
