In Japan, local governments that offer students a choice of schools have released information for users. However, little is known about the degree to which administrative resources such as school budget and teacher staffing are allocated according to school choice. This study conducted a survey on the financial impact of choice on the schools themselves: from a quasi-market perspective, how changes in the number of users affect school budgeting and teacher staffing, as “ public funds move along with the user's choice ”.<br>Interviews and surveys with local governments in Hiroshima Prefecture revealed that in urban areas where there are many students using school choice about 10% of the total budget was transferred and several teachers were reassigned. In addition, local governments that adopted a total discretionary budget transferred greater amounts of funding per capita, even if there were few users who chose a different school. Furthermore, if there was an increase in the number of classes or the number of students advancing into a junior high school, the funding and personnel transfers tended to increase. It became clear that local governments without a standard formula for allocating its budget could not effectively transfer funds in accordance with school choice. For the proper allocation of the educational funding, it is necessary to increase the transparency and accountability in budgeting and also to improve the financial effectiveness of the policy at the school level.
