Abstract

<p>As a new institution for managing common-pool resources, this article discussed the Resource Recovery Plan system established in 2001. The Resource Recovery Plan is a system to promote the voluntary management measures found in the Resource Management-type Fisheries (Shigen Kanri-gata Gyogyo) as officially approved management plans. New systems such as Fishermen’s Councils, Regional Fisheries Coordination Committees, the Total Allowable Effort system, etc., are instituted in order to offset potential vulnerabilities in the voluntary management measures. Scientific and financial supports are provided from national/prefectural government. The issues to be solved can be summarized as 1) scientific foundations for recovery target, 2) market conditions after the recovery, and 3) fund raisings for the governmental supports.</p>
