Abstract

<p>This research provides the useful information for future resources management through revealing success factors and issues of resources recovery plan in economic perspective for Japanese Spanish mackerel in Seto Inland Sea.</p><p>At the start, we revealed the property of Japanese Spanish mackerel in Seto Inland Sea as economic goods by price function analysis. In the results, hopeful market strategy is that the fisherman decrease catch of SAGOSHI (young Japanese Spanish mackerel) wherever possible and increase catch of SAWARA (grown Japanese Spanish mackerel) in terms of price volatility risk.</p><p>If fisherman implements resources management that catch ratios of SAWARA increase than SAGOSHI, disproportion occurs by blanket fishery restrictions between stakeholders.</p><p>Therefore it is thought that a management stability fund contributed to the agreement formation while there is a risk of a temporary decrease by regulation.</p><p>We revealed the economic meaning on a risk theory and transaction cost theory. The result is summarized to two points of next.</p><p>• Income compensation is performed in resources recovery plan. And the amount of the compensation is proper in economic perspective.</p><p>• The implementation contents of resources recovery plan had an effect to reduce transaction cost with the agreement formation.</p><p>From the analysis, as for Japanese Spanish mackerel resources recovery plan, it became clear to be a method of the resources management that was profitable to resources management of a community of our country.</p><p>In particular, corporative management by concrete aim setting and existence of a management stability fund are important for resources management.</p>
