<p>In the 2010s, the event community that regularly held hackathons became prosperous. This study analyzes the formation and sustainability of local communities, focusing on Startup Weekends in entrepreneurial communities. First, we quantified the presence of leaders by network analysis of bipartite graphs. Next, we analyzed by logistic regression separately for community formation and sustainability. The leader has a formative and sustained role. At the time of formation, a mover with a high authority value becomes a promoter and a community is formed. After the formation of the second stage, the activities of small and medium-sized urban communities slow down in a few years. In order to prevent it, it depends on the power of the regional leader.</p>
