The problem of labor shortages arose in Japan when the economy was in growth in the 1980s.However, Japan has not recognized the foreign unskilled workers. The authorities concerned have ignored the demands for the workforce, kept trying to recruit a highly qualified workers, and therefore lead to the decline of productivity. The authorities concerned should modify the inappropriate policies for foreign labors and the employment of foreign students while Japan is developing international business. Both foreign labors and foreign students are indispensable for Japan to boost economy development in the future.
