Abstract
Support for special education should begin now, and a system must also be constructed to deal with special educational needs in the future. <br>This can be achieved through cooperation and collaboration with homes, schools, specialized agencies and regional authorities. <br>This study examines whether the child and the parents were lacatedin a system which supports them as a decision-making unit. <br>The method of research analyzed the reports of consigned enterprises, the implementation reports of enterprises, the investigative reports of research enterprises, and school handbooks, etc... such as those from the Ministries of Education, Culture, Sports, Science and Technology, in connection with supporting special education. <br>In instances where a child's information was to be handed over, only a minimal amount of parental agreement and consent was required. <br>Special education must be organized so that parents take an active part in its planning. <br>Thus it was assumed that an approach which focuses on home environments was necessary.
