Abstract

The purpose of this study is to clarify the content of discussions and the citizen participation in the site utilization process after the closure of elementary schools in Osaka City. In many cases, the discussions at the site utilization study stage don't reach the stage of reflecting the discussions in the utilization plan. In many cases, the site utilization planning is outsourced to contractors, and there are few opportunities to hear residents' opinions. Only simple needs assessments are conducted prior to the formulation of the plan. The plan for utilization of the closed elementary schools prepared by the operator does not mention discussions with residents, and the emphasis is on profitability. On the other hand, if opportunities for participation are provided up to the creation of a utilization policy, discussions are more likely to be reflected in the utilization plan. In Ikuno Ward, residents demanded both the maintenance of the regional base and its utilization for community development at the stage of consolidation and closure consideration.
