Bullying in school has been one of the most serious social problems in the field of education in Japan since 1980’s, and when this problem is reported or argued on mass-media, what people most frequently referred to has been “four concentric circle model of bullying” proposed by Yoji Morita. In order to re-examine “bullying problem” which has been a social problem for almost 40years, this paper verified this model at the first step of this attempt. The verification made clear the following points. (1) The validity of this model is not supported by the data of the survey conducted in 1985 by Morita’s group. (2) When this model is made public on the book published in 1986, this model was arbitrarily modified to match it to his own assertion. (3) Any of instances in the book cannot be explained by this model, and so on. And then, I suggested an alternative model to “four concentric circle model of bullying”, which indicates that the essential factor we should give attention to is violence within relatively small play groups in school.
