Abstract

Municipal authorities are promoting smart city initiatives that aim to utilize digital technology to ameliorate urban infrastructure and management. However, individual circumstances should be considered before carefully designing and encouraging such projects. For instance, it must be contemplated how digital transformation would resolve regional issues and relate to regional revitalization. Leaders who can envision the future and connect people to people or organizations are crucial for such tasks. This paper will consider digital transformation and relationship building through a case study of Sarabetsu Village in Hokkaido.
