Abstract
The author underlines the transition in implication of ideology from “philosophy of freedom” to “philosophy of mercy”. The purpose is intended to ensure empathy among citizens and stakeholders for social welfare policy as core belief. This is critical in particular to “Regional Integrated Health Care System” being initiated by Central Government starting in the year of 2025. The major measures are targeted to either “literacy” diffusion and/or proposition to “open bid social projects and programs”. P2M provides effective implications. The agenda are focused in the alliance and/or partnership of medical/clinical/nursing/care zoning to develop welfare services for “Quality of Life”. The implications are pertinent to” integrating intelligence” among organizations. The remark in critical issues is delegation of authority and organizational reinforcement in Regional Government as well as Care Center agency. 9.6million people with disabilities and intractable diseases are behind countermeasures for the increasing number of elderly people. There is a risk that adequate care will not be uniformly available to the economically disadvantaged. Essential solution lies in the proactive supports to such prime actors of service providers as “Small Capital, Small Sized, QOL Care House” distributed locally in cities, towns and villages. The recommendation is the proposition in the immediate future. The core is to foster “Outstanding Startups” provider development of potential social impacts by public funding money. Viability of prime actor development is the vital issue in decentralized autonomous community.
