In this study, I focused on sand play, especially water play, especially for 3-year-old children who enter kindergartens from their homes. Furthermore, I aimed to clarify the types of tools used and how water is used with those tools in the focused situations.  The results are as follows. 15 types of tools used were extracted. The tools were selected and used by the toddlers themselves from where the tools were located; a comparison of the two preschools showed that three tools were used in common. On the other hand, a total of 10 types of tools were unique to each school. 2. When we compared how the toddlers in the two gardens used water with the tools they used, and compared them with Ishikura’s expressive acts, we were able to organize them into 12 types of acts.  The results of this study suggest that, first, the use of common tools was influenced by the location where the tools were purchased, as well as by the conditions of the 3-year-olds’ preschool life. The second factor that contributed to the use of distinctive tools in each preschool was that the preschools had opportunities to reconsider the preschool environment according to the actual conditions of the preschools, and that they let the preschools develop play based on the interests of the preschoolers and let them choose the tools themselves. Next, in terms of the relationship between the tools selected by the toddlers and the way they use water, it was inferred that the act of using the tools is influenced by what the toddlers perceive about water from their past experiences with water, based on their actual appearance.
