This paper aims to argue that what is the key concepts and framework of the today’s media literacy. “Today” means social media era. In 2022, some committees relevant to the Japanese Ministry of Internal Affairs and Communications posted on political document about driving forward media literacy education and digital citizenship. In those documents, some Europe and North American affair of media literacy education and digital citizenship are introduced. Then they propose Japanese concepts of future media literacy education and digital citizenship. However, some key concepts and frameworks are missing in terms of Europe and North American scholars of media literacy education. Thus, this paper overviews the discussion about key concepts and frameworks of media literacy in Japan, Europe and North America. Then this paper points out what key concepts and frameworks are missing in Japanese media literacy education politics. As a result, the feature of Japanese media literacy education discussions tends to stress the forms of media, the media production and critical consciousness. On the other hand, the feature of Europe and North America is that key concepts and frameworks are consist of media language, media production, audiences, and representation. Media literacy needs empowerment in addition to critical consciousness. In Japanese discussion about media literacy education, we need to stress on the importance of representation and empowerment.
