With the development of a global society in recent years, universities have set the goal of developing global human resources and have actively implemented study abroad programs and international exchange programs both inside and outside the universities. On the other hand, it has been pointed out that Japanese people are “Inward-looking,” and science students are said to be particularly prone to this tendency. Therefore, this paper has conducted PAC analysis and semi-structured interviews of two science students who are hesitant to study abroad or participate in international exchange to discover reasons for their reluctance and their degree of awareness of English and global human resources. The results revealed that although they feel the need to learn English, they shy away from participating in international exchange opportunities due to a lack of confidence in their English ability and fear of failing in front of other Japanese participants. Additionally, although students made comments that initially appeared to be interpreted as “Inward-looking,” they recognized that English is necessary and expressed a positive attitude toward becoming individuals with global human resources who aim to give back to the local community.
