Research on Support for Children of Foreign Nationality in Okinawa ―Focusing on the Case of Okinawa City―

Abstract

Okinawa Prefecture is known as the prefecture with the highest population growth rate in Japan, and half of this increase is among foreigners. Okinawa Prefecture is rapidly becoming multicultural and multinational, and naturally there has been an increase in the number of children of foreign nationality. Administrative support for children of foreign nationality mainly consists of Japanese language instruction in Japanese as a Second Language(JSL) set up in elementary schools, but classrooms are only available in schools in a limited number of local areas on the main island of Okinawa, as well as Miyako Island and Ishigaki Island. Junior high schools do not offer JSL classes. The issues surrounding JSL classes in Okinawa City that are discussed in this article include the need to develop procedures for accepting children of foreign nationality, the need to support children of diverse needs such as those with learning disabilities, and the need for JSL classes. Collaboration/and cooperation between classrooms and homeroom teacher. Problems such as slow progress in classes and lack of acceptance at junior high schools need to be addressed. In addition to the support provided by JSL classes in schools, community support is also needed for children of foreign nationalities. For example, learning support and shelters implemented as child poverty prevention projects in the prefecture should include mother tongue support, meal delivery support, and activities to build connections with local children. Considering that children of foreign nationalities will form the future of Japanese society as members of an inclusive society, we should provide comprehensive support, career education, counseling support, and so on while responding to the diversification of nationalities and native languages. It is desirable to collaborate and cooperate with local resource providers.
