Abstract

To support local autonomous disaster-prevention organizations, we developed a communications system that allows farming communities in hilly and mountainous areas to send and receive disaster information locally. This simple- to-use system is capable of sending and receiving information at any time and under any conditions. In developing the system, we surveyed autonomous fire-prevention efforts across the country and of the status quo of information management. Actual damage- and disaster-prevention measures were examined in the model areas. We developed a key technology that could be easily learned to enable widespread use of the system, with the participation of local residents and their activities. Core technologies were explored through our studies to provide a seamless connection between headquarters and local organizations through computer terminals, multi-transmission and -reception of information that permits the choice of versatile communication means, and a unique system that operates with GPS to provide geographical information.
