Abstract

This research examines the current network surrounding community-based elderly care services in Shanghai, China, from the perspective of collaboration among organizations related to social home elderly care services. And based on the existing service supply system, this research clarified the current status and issues of cooperation and cooperation among organizations related to community-based elderly care services in the network. The results reveal five conceptual categories of challenges: (1) conflict between policymakers and on-the-ground supporters, (2) fairness in the bidding system for services, (3) potential support difficulties that may not be immediately visible, and (4) problems related to coordination and collaboration of social resources. To address these challenges, the study suggests three approaches: ① establishment of a platform that fully reflects the situation on the ground, ② fill the gaps between independent networks, and ③ creation of a multi-layered network-building mechanism that can respond to the needs of the entire community.
