<p>The purpose of this paper is to make a first step for having a discussion, in this symposium, about total view and an approach between local communities and the life from a sight of social science. In Hokkaido located north of Japan, since 1980s, after introducing EEZ on North Pacific, local communities based on offshore trawl fisheries has been declining on the local population, activities of the related industries, even in the cultural activities. A course of this shrink trend of the human activities is, in Japan, from the lack of balanced distribution and sharing system of landed fishes in the design of industrial policy of offshore fishing including land sectors, e.g. seafood processors, meal plant, shippers and seafood shop and so on. As needed or desirable policy to boost the activity of both local economics and community, policy makers must set balanced distribution systems to facilitate the auto circulation system of seafood in local community and the life to facilitate the sustainable local community systems. On the other hand, industrial sectors must facilitate the profitable value and supply chain system for international seafood market to keep the economic growth for local related sectors. When considering the management of local industry, we need both economic aspects and social scientific approaches to suggest a sustainable locality.</p>
