<p> This paper examines the impact of COVID-19 on the poor neighborhoods in Airin District (also known as Kamagasaki) in the northeastern part of Nishinari Ward, Osaka City. Airin District is one of the most impoverished neighborhoods in Japan. It is also home to a high concentration of homeless shelters and cheap lodging. Such an environment in Airin District is extremely risky for COVID-19 infection. First, this paper outlines the history of the Airin District. Second, it overviews the Nishinari Special Zone Project, which has triggered major changes in Airin District during recent years. Finally, this paper clarifies the impact of COVID-19 on Airin District from three perspectives: labor market, public assistance, and measures to support homeless people.</p>
