This study proposes that sports policy can be implemented by utilizing the deliberative model for policy implementation. In fact, no matter how good the policy goals and plans are, if the implementation process is hampered, the effective of the policy will vary. The reason for this is thought to be the weakness of orgnic networks as the policy implementation stage. Therefore, in this paper, we will focus on the deliberative model that has been used as a means of public policy, and exmamine the implementation network of sports policy.
