Abstract

Recently, citizen's participation in urban planning and policy decisions became very important. This paper aims to describe the reality of the Open Hearing System and Urban Master Planning in Korea. An Open Hearing System has been used as a way of introducing citizen's participation in Korea since 1981; but it was detected that some problems related to timing of participation, citizen's opinions and its reflections on the plan appeared through reviewing Suwon City's case. Suwon City is one of municipality and located in Gyeonggi Province. This paper proposes the creation of a Mutual Agreement Process to replace the flawed Citizen Participation Process on Urban Master Planning. It will require informing and training the citizens, molding a new technique of conferencing, and the guarantee of planning power for the municipalities.
