Abstract

It is necessary to conserve and manage irrigation ponds as environmental resources by the whole community. The aim of this paper is to clarify the establishing process and activities of the Teradaike councile which has produced excellent results by means of holding workshops,meetings for dwellers,observations advanced irrigation ponds and publishing newspapers. About the characteristics of the council the following points are indicated. 1)the locals' enthusiasm for Teradaike 2)seamless grappling in the residents' association and the irrigation association 3)participation of a citizens' group 4)support of administration and consultant 5)cooperation with persons concerned 6)long-range preparatory stage 7)existence of an operating committee
