Description

In the assistance benefit supply system for persons with disabilities, the consumers choose the services they need, and they claim their benefit to the local government. As far as the power imbalance between the givers and the takers of benefit exists, the consumer centered planning support system, which socially constructs one's need, is necessary, especially for consumers with handicaps in communication and/or negotiation. First, this paper treated the adjustment mechanism between rationing and need in the assistance benefit supply system and the application of care management in the field of the service system for the persons with disabilities in Japan. Second, it examined the self-determination model with consumer budget control in the United States of America, a life support program by the persons with developmental disabilities. Through the series of examinations, this paper suggested various points to build a person centered planning support system for persons with developmental disabilities for their community lives in Japan.
