<p>In order to assess the seismic performance of existing reinforced concrete(RC)buildings or determine the need for seismic strengthening,a method to evaluate seismic risk is proposed.The method uses results of seismic performance evaluation of an existing building and is based on damage data from the 1995 Hyogo-ken Nanbu,Kobe earthquake.In this paper,the damage ratio functions detelmined for rthe Kobe earthquake are transformed into fragility functions,which give damage probabilities associated with the second seismic performance index Is.Then,using the fragility functions and loss data,we demonstrate the effectiveness of seismic strengthening of RC buildings by showing expected loss maps for the Kanto earthquake of 1923.</p>
