Abstract

This paper aims to clarify the strategies of land use transformation of the master plan formulated by legacy cities located in the Midwest in the United States. In 2000s, some cities formulated the master plan to deal with severe depopulation and vacancy caused by declining industry and recession. Basic strategy of the master plan is regeneration the area as the former land use. However master plans of Saginaw and Flint have the land use with “flexibility” and “temporality” to deal with uncertainty which is the one of the characteristics of the depopulation society. Although these new planning concept require ample studies of control methodology and framework for implementation, these concepts have possibilities to expand abilities for adaptation and redundancy to many kinds of urban risks.
