Abstract

<p>In this paper, the results of analysis of disaster management entities established at municipal governments in the event of natural disasters in Japan will be reported. Specifically, the paper will discuss the case of a disaster management headquarters at the Ojiya city government in the event of the Niigata Chuetsu Earthquake, and the case of a similar entity in the Sanjo city in the event of the torrential rain. The design of a standard EOC system suitable for our country in reference to the EOC system in the United States will also be proposed in this paper based on the analysis of present status of disaster management authorities in our country.</p>
