Abstract

<p>“The World Exposition 2005, Aichi, Japan,” which is planned to be held in “Kaisho Forest” in the southeast part of Seto City, has provoked several opposition movements. Of particular concern is the environmental assessment of the construction site. Through the activities of movements opposed to the Expo and concerned with the protection of the forest, the plan has been substantially reconsidered. The purpose of this paper is to investigate the significance of these movements’ dispute with the environmental assessment by focusing on aspects of participation, professional abilities, as well as the effects of the movement coalition. The paper begins by reviewing the argument on environmental assessment and the movements’ concern with participation and an alternative plan. The paper then provides an overview of the movements’ development. Following this, the features of the three main groups and the development of each movement will be shown. The paper concludes by identifying the significance and the limits of these movements, and showing the importance of a movement coalition.</p>
