<p> The Semi- flat Type sidewalk has infiltrated for a remodeling of road maintenance on the improvement of the existent urban space. The Semi-flat Type sidewalk has been standardized in 5cm for the level difference between the side walk and the road way. And also the level difference of pedestrian crossing has been standardized in 2cm to consider a barrier-free for handicapped persons by MLIT. The L-type gutter of road way sides has been settled to drainage the rainwater and the street inlet has been placed at a certain interval in the past. However, the level difference between the side walk and the road way has been decided by the view point of the human engineering without a consideration based on hydraulics. The heavy rains has been increasing due to the global climate changes and the flooding has been occurred frequently at the urban area in Japan. Although an inundation has occurred on the low land, it is a reason that the street inlets have been clogged by dusts and fallen leaves.</p><p> In this paper, the validity on the level difference between the side walk and the road way was investigated by the field inspection and the numerical analysis based on hydraulics. Also, the new method to construct the Semi-flat Type sidewalk has been proposed. Furthermore, we clarified the actual condition of rainwater brewing function from monitoring and proposed improvement plan for design and maintenance.</p>
