 Integrated flood risk management is essential to reduce damage due to floods over the design level. For this, a fluvial flood risk curve, which indicates the exceedance probability of the annual maximum flood damage, has been developed. A flood risk curve is helpful for assessing the current risk and the effect of various measures in the whole target area but not enough for measures such as construction regulation and flood insurance that require the decision-making of each household. Therefore, this study developed a flood damage probability map in the Kyoto City area of the Yodo River basin (8,240 km2) by utilizing a method for developing a flood risk curve. A flood damage probability map was also applied to evaluate the effect of land raising at each site of the study area. Furthermore, the temporal change of flood risk reduction using social statistics on the number of households for each construction period was quantified.
