<p>This paper analyses how the National Public Safety Commission controls theNational Police Agency.</p><p>After World War II, the Public Safety Commission system was introduced under the process of police reform. This system was set up to ensure the democratic administration and political neutrality of police. Under this system a representative council composed of members outside police forces excercises the administrative supervisionover the police.</p><p>The National Public Safety Commission and the National Police Agency constitute Japan’s national police organization and National Public Safety Commision exercises administrative supervision over the National Police Agency. While each prefectural government has its own police organization. The prefectural public safety commission (PPSC) and prefectural police headquarters constitute the police organization and PPSC exercises administrative supervision over the prefectural police.</p><p>The term “administrative supervision” does not mean that the Commission has direct command or control of daily operations, but it has mandate to formulate the basic policies and to oversee the operations of police forces. The Police Act requires that the Commission ensures that police forces confirm to basic policies and issues the necessary instructions if they do not. This is main objective of the public safety commission system, however, what the Commission can do and what the Commission actually does is not clear.</p><p>This paper focuses on National Public Safety Commission and analyzes its minutes, aiming to make it clear what National Public Safety Commission actually does and how it controls the National Police Agency. We can see that there is a diversity of opinions within the Commission and discussions at regular meetings control police administration and police activities.</p>
