Abstract

<p>This paper foucuses on the relationship between the evaliation system, which was introduced two decade ago, and the administrative management of Japanese Government. Has the system been used within the government as a management tool? This has not been made clear to the Japanese Academic Society of Public Policy.</p><p>This question is unavoidable for the public policy that expresses the intersection of “academics” and “practice”. The evaluation system has been designed and introduced under the practices, and has been refined as a practical tool. How can we say that public policy has provided constructive debate?</p><p>In conclusion, this paper will point out the idea of the "program" as a medium term connecting public policy studies and practice, and the significance of the evalution theory which has emphasized this concept.</p>
