<p> There are concerns about securing resources and ensuring transmission of skill in the recent construction industry, especially municipal government have more concerns over future public works. Because of these concerns, the needs is growing over introduction of the construction management(CM) method, although the introduction have not become widely. Various approaches have been taken to ensure the effect on introduction, the role of the construction manager, and the system, however, there is not an establish method to figure out how to program the structure of system on execution of the project by the owner.</p><p> This paper, in the aim to figure out how to program appropriate system on execution the CM method, focused on Five essential elements which are derived from various study with the nature of type of CM method. And associates those elements, as example of the CM method utilized in the reconstruction projects for The Great East Japan Earthquake, with feature of the type of CM, then derive the theory of the program management in the construction project.</p>
