Abstract

A nation-wide user survey was conducted on reading and writing service for the blind. Among 202 respondents, 147 people (73%) were using this service provided as a social welfare service or asking their family members and acquaintances to do so. The cross tabulations revealed significant differences in the read documents, use frequency, and denial rate between service providers. Family members or acquaintances helped blind people read and write almost every day, whereas social welfare services had a limit of a couple of times per week. Respondents were frequently refused of reading at homes and of writing at financial institutions.
