Abstract

<p>Objective</p><p>To clarify current status about the personal information protection ordinances adapting to academic use, and the relationship with academical activities in municipals.</p><p>   </p><p>Methods</p><p>In this study, we searched the word "research" in the personal information protection ordinances in all municipals in Aichi and Mie prefectures in April 2019. All of the personal information protection ordinances can be confirmed on the WEB. The medical academic activities of each municipals were evaluated by the numbers of presentations registered by municipal staff in 2018 by using the medical publication search system; “Igaku-chuo-zasshi.”</p><p>   </p><p>Results</p><p>74.1% (40 out of 54) in Aichi prefecture, and 62.1% (18 out of 29) municipalities in Mie Prefecture included the words of academic research in the personal information protection ordinances. There was no significant difference between the numbers of two prefectures (p = 0.187). Medical academic presentations averaged 0.44 ± 1.28 (mean ± SD) in Aichi Prefecture and 0.10 ± 0.31 (mean ± SD) in Mie Prefecture (p = 0.068). The number of academic presentations averaged 0.34 ± 1.00 (mean ± SD) for municipalities with provision for academic research, and 0.28 ± 1.21 (mean ± SD) for municipalities without the provision, with no significant difference depending on the presence of provisions (p = 0.800).</p><p>   </p><p>Conclusion</p><p>In the personal information protection ordinances of all municipalities in Aichi and Mie prefectures, 69.9% had provision on academic research. There were no significant differences in the number of academic presentations according to the presence or absence of the personal data protection ordinances.</p>
