Abstract

<p>This paper presents some measures to represent a service level of a road network system and some standards of choosing road links for improvement. This measures and shown in terms of accessibility, route factor, total trip times and average congestion of traffic. The evaluation of a service level of the road network system is conducted by comparing those alternative plans to improve the road network system are designed by using some standards. We can rate the effects of those plans by a increment in each measure.</p>
