Abstract

Although Japan has suffered frequent disasters such as earthquakes, storms, and typhoons, little academic progress on using the energy of official vehicles has been made. The purpose of this paper is to analyze to what extent the automotive electrification of official vehicles can improve securing power through multi-municipal cooperation. First, we estimate the number of official vehicles from the populations and the area of municipalities through a simple mathematical model. Second, we examine the disaster risk reduction in Nankai Trough earthquake and Tokyo Metropolitan earthquake based on the amount of electricity provided and support staff by electric official vehicles.
