Abstract
<p> Nuclear Regulation Authority Japan decided to revise the regulatory technical requirements of waste packaging from the previously stipulated specification-based criteria to performance-based criteria. According to the revised regulatory technical requirements, the scheme of regulatory verification of waste must be changed and the operator of a disposal facility shall establish the waste acceptance criteria (WAC) for their facility. This paper describes how and why the Japanese regulator stipulates that the operators shall establish their WAC. The Japanese regulator referred to the international standards and the regulations of other nuclear countries to inform its revision of the waste packaging requirements and regulatory verification scheme.</p>
