Abstract

<p>In Japan, large final emitters of greenhouse gas (GHG) are required to report their emissions to the government. The industry and policy communities are currently debating the appropriate emission factor when the firms report equivalent GHG emissions from energy consumptions. This study analyzes the conditions that achieve efficient resource allocation in the best and second-best settings. The results show that application of a commonly utiiized emission factor will not necessarily achieve the optimal allocation of resources.</p>
