Abstract

<p>As a path toward rural redevelopment posed by scholars who consider local/rural areas as an essential part of a nation’s territory, endogenous and autonomous in human and material resources, small scale and niche initiatives must be given their due. In contrast to the incremental view that these niche cases would converge on a combined alternative development path, political intervention with a clear goal can also contribute to a practical mobilization for rural restoration. Backcasting is one of the planning methods that place an ideal goal in some relevant far future. The backcasting method cannot be run without a process of scenario building. In this comment, four scenarios are proposed to seek a future political goal, and one of the four, named ‘Carrot covered with soil’, is recommended as an ideal goal for Japan’s rural future. Because the establishment of a substantive rural policy is an urgent issue, it is highly necessary to set up an assembly with stakeholders who are responsible experts not only in rural and agricultural problems but also from other sections of industry to discuss and build scenarios and a goal, as well as to design effective policies from a backcasting perspective in order to realize our common goal for our rural future.</p>
